Global State Matrix Sp

Represents system recovery state at Tp.
N X N matrix , where N is the number of processes.
Row and column indices are process numbers.
Diagonal elements are current detection points.
Sp[Pj,Pi] is the safe detection point of Pi with reference to Pj.
Global state matrix is distributed among processes: column Pi is maintained in process Pi.
