Ad hoc lexical analyzer to divide command line into tokens

Parameters:

	*line	pointer to line to parse
	linelen	length of line to parse
	*tokbuf	buffer for tokens
	*tok[]	array of pointers into token buffer

Returns:

number of tokens created
